The television broadcast on analog airwaves in America will stop on February 17, 2009. All television stations in United States will broacast only in digital. To learn more about digital TV transition, click here. I thinking buying a new digital TV (DTV). But what is the difference between plasma and LCD? Which one is the best?

As usual, I google to find some readings before head out to Best Buy or Circuit City.

Câu trả lời đúng là D. Bạn đã không làm chủ cái 90% thuộc quyền phản ứng của mình. Cách phản ứng chỉ trong năm giây của bạn đã tạo nên một ngày bất hạnh. Bạn cũng đã có thể phản ứng một cách khác . Khi tách cà phê đổ, cháu bé muốn khóc, bạn đã có thể nói: "Không sao đâu con, lần sau con nên cẩn thẩn hơn một chút". Bạn nhẹ nhàng lên lầu thay áo lên gác và mang theo chiếc cặp. Bạn xuống nhà vừa kịp vẫy tay chào lại cháu bé lên xe đưa rước. Vợ chồng bạn hôn nhau rồi cùng đi làm. Bạn đến văn phòng sớm năm phút và vui vẻ chào các đồng nghiệp buổi sáng. Có lẽ sếp cũng khen bạn về một ngày làm việc có hiệu quả.

First Vietnamese-American in U.S. Congress

Excerpt from CNN:

Republican challenger Anh "Joseph" Cao, an attorney and community organizer, defeated Jefferson in the 2nd Congressional district race. He will become the first Vietnamese-American elected to Congress.

With 100 percent of precincts reporting, Cao had almost 50 percent of the vote to Jefferson's 47 percent.

The 2nd Congressional district, in and around New Orleans, is mostly African-American and heavily Democratic, and Jefferson appeared to be favored to win re-election going into the election.

G20 Summit on Financial Markets and the World Economy

Remark of President Bush:

2:11 P.M. EST

PRESIDENT BUSH: Welcome. Good afternoon. We just had a very productive summit meeting. Thinking about three weeks ago, when I was talking to President Sarkozy and Barroso at Camp David -- some of you were there -- I don't think we could have predicted then how productive and how successful this meeting would have been.

The first decision I had to make was who was coming to the meeting. And obviously I decided that we ought to have the G20 nations, as opposed to the G8 or the G13. But once you make the decision to have the G20, then the fundamental question is, with that many nations, from six different continents, who all represent different stages of economic development -- would it be possible to reach agreements, and not only agreements, would it be possible to reach agreements that were substantive? And I'm pleased to report the answer to that question was, absolutely.

One of the things we did, we spent time talking about the actions that we have taken. The United States has taken some extraordinary measures. Those of you who have followed my career know that I'm a free market person -- until you're told that if you don't take decisive measures then it's conceivable that our country could go into a depression greater than the Great Depression’s. So my administration has taken significant measures to deal with a credit crisis. And then we worked with Congress to deal with the credit crisis, as well.

We're beginning to see some positive results. One of the things people around the table were interested in is, are you beginning to see the results of your actions? And our credit markets are beginning to thaw, having been severely frozen; businesses are beginning to get access to short-term credit. It's going to take more time for the measures we have put in place to take hold. No question about that. As a matter of fact, we just started, for example, on the $700 billion fund to start getting money out to our banks. So it's going to take more time.

But I was pleased to tell the folks around the table that the significant actions we've taken are beginning to work. All of us committed to continue to work on pro-growth economic policies. It's phrased different ways -- fiscal plans -- but the whole point was, was that we recognize that, on the one hand, there's been a severe credit crisis, and on the other hand, our economies are being hit very hard. And so there was a common understanding that all of us should promote pro-growth economic policy.

We also talked about broader reforms -- so in other words, the discussions were focused on today and what we're doing about it, but what are we going to do to make sure it doesn't happen tomorrow.

One of the key achievements was to establish certain principles and take certain actions for adapting our financial systems to the realities of the 21st century. Part of the regulatory structures that are in place were 20th century regulatory structures. And obviously, you know, the financial industry went way beyond them. And the question is, how do we establish good regulatory structure without destroying the incentive to innovate, without destroying the marketplace.

Our nations agree that we must make the markets -- the financial markets more transparent and accountable. Transparency is very important so that investors and regulators are able to know the truth -- considered improving accounting rules, so that investors can understand the true value of the assets they purchase. We agree that we need to improve our regulations and to ensure that markets, firms, and financial products are subject to proper regulation and oversight.

For example, credit default swaps -- financial products that ensure against potential losses -- should be processed through centralized clearinghouses. That's a significant reform. Heretofore, the credit default swaps were traded in over-the-counter, unregulated markets.

Yesterday the Working Group on Financial Markets, which is -- which is obviously associated with the White House, announced an initiative to create these kinds of clearing houses. And I know that other nations are working on them as well. This process will help expedite credit default swaps and other types of instruments not being traded in unregulated, over-the-counter markets.

By bringing greater stability to this important sector, we will help with liquidity, but also mitigate risk.

Third, we agreed that we must enhance the integrity of the financial markets. For example, authorities in every nation should take a fresh look at the rules governing market manipulation and fraud to make sure that investors in all our countries are properly protected. We agree that we must strengthen cooperation among the world's financial authorities. There was a lot of discussion about the International Monetary Fund and the World Bank, for example.

Leading nations should make regulations consistent. As well, we should reform the international financial institutions. Again, these institutions have been very important -- the World Bank, IMF -- but they were based on an economic order of 1944. And so to better -- we agreed that to better reflect the realities of today's global economy, both IMF and World Bank should modernize their governance structures. They ought to consider extending greater voting power and representation to developing nations, particularly those who have increased their contributions to the institutions.

All this is an important first step -- in other words, this is a beginning of a series of meetings. People say, well, why don't you have one meeting and, you know, call it Bretton Woods II. Well, Bretton Woods I took two years to prepare. I don't know what you want to call this one, but whatever name comes from this meeting, it took three weeks to prepare. And so it makes sense to come out of here with a firm action plan -- which we have.

It also makes sense to say to people that there is more work to be done and there will be further meetings, sending a clear signal that a meeting is not going to solve the world's problems. A meeting will help begin a process so that we can say over time that we will have a regulatory structure in place that will make this less likely to happen in the future.

And so we've directed our finance ministers to work with other experts and consult with officials in other economies and then report back to the leaders with detailed recommendations. Whatever we do, whatever reforms are recommended, we need to be guided by this simple fact: that the best way to solve our problems and solve the people's problems is for there to be economic growth. And the surest path to that growth is free market capitalism.

Leaders at this summit agreed on some other matters of importance. One is to reject protectionism and refrain from erecting new trade barriers. This is a very important part of this summit. The temptation in times of economic stress will be to say, oh, trade isn't worth it, let's just throw up protective barriers. And yet that attitude was rejected, thankfully. And matter of fact, not only rejected, there is a determined effort to see if we can't complete the modalities for Doha by the end of December.

One of the things I stressed as well is that the United States, in the midst of this financial crisis, will not abandon our commitments to people in the developing world; that the HIV/AIDS initiative, known as PEPFAR, will remain strong and vibrant; that our deep desire to significantly reduce malaria deaths in countries on the continent of Africa will not be diminished; that our obligation to help feed the hungry will not stop; that in the midst of all this turmoil and financial crisis, we will meet our obligations. These obligations are in our national security interests and our economic security interests and they in -- are in our moral interests.

And so I will tell you that I thought this was a very successful summit. And they're going to meet again. I keep saying "they" because some of you may not have heard yet, but I am retiring. But I told the leaders this: that President-Elect Obama's transition team has been fully briefed on what we intended to do here at this meeting. I told them that we will work tirelessly to make sure the transition between my administration and his administration is seamless. And I told them that I hope he succeeds, that it's good for our country that people see a peaceful transfer of power. And I hope it was good for them to hear that even though we're from different political parties, that I believe it's in our country's interest that he succeed.

So I want to thank you for giving me a chance to come and visit with you. Thanks for covering this summit. Goodbye.

Gần 2 triệu Việt kiều có thể được mua nhà trong nước

Những người không còn quốc tịch Việt Nam nhưng có vợ (chồng) sinh sống trong nước, hoặc có trình độ đại học trở lên và đang làm việc trong các lĩnh vực kinh tế - xã hội có thể được mua nhà với số lượng không hạn chế.

Đây là quy định mới trong Luật Nhà ở mà Bộ Xây dựng và Tư pháp mới đề nghị Thủ tướng cho phép trình Quốc hội sửa đổi để tạo điều kiện cho thêm nhiều người Việt Nam ở nước ngoài mua nhà trong nước.

Theo đó, Luật Nhà ở sửa đổi sẽ chia Việt kiều thành 3 nhóm được mua nhà, nhóm thứ nhất gồm những người còn quốc tịch Việt Nam.

Trong trường hợp là người gốc Việt, nhưng không còn quốc tịch, và thuộc một trong các diện - về đầu tư trực tiếp tại Việt Nam; đã kết hôn với người Việt Nam sống trong nước; người có công với đất nước, hoặc có trình độ đại học trở lên đang làm việc trong lĩnh vực kinh tế-xã hội - Việt kiều sẽ có quyền sở hữu nhà như người sống trong nước.

Cả hai nhóm đối tượng trên được phép mua số lượng nhà theo mong muốn.

Nhóm thứ ba là những người gốc Việt không thuộc các diện như trên, nhưng được phép cư trú tại Việt Nam từ 6 tháng trở lên hoặc được cấp giấy miễn thị thực, thì được sở hữu một căn nhà.

Theo ước tính của ban soạn thảo, trong 3 triệu người Việt Nam ở nước ngoài hiện nay, sẽ có gần 2 triệu người đủ điều kiện mua nhà trong nước nếu Luật Nhà ở được sửa đổi theo hướng này. Tuy nhiên, một thành viên ban soạn thảo cho rằng, trước mắt, số lượng Việt kiều có nhu cầu mua nhà vào khoảng vài chục nghìn người.

Theo quy định hiện hành, Việt kiều muốn mua nhà trong nước cần được xác nhận là người gốc Việt Nam, và là một trong 4 đối tượng, gồm người đầu tư lâu dài tại Việt Nam; người có công đóng góp với đất nước; nhà văn hóa, nhà khoa học có nhu cầu về hoạt động thường xuyên tại Việt Nam và người có nhu cầu về sống ổn định tại Việt Nam.

Nếu không thuộc 4 nhóm trên, họ cần cư trú tại Việt Nam trong 6 tháng/năm trở lên. Nay với nhóm này, Việt kiều chỉ cần có giấy miễn thị thực. Các quy định cũng chưa nói rõ các loại giấy tờ cần thiết để chứng minh nguồn gốc Việt Nam và thuộc nhóm đối tượng nào, nên khó khăn cho người muốn mua nhà.

Tính đến nay, số lượng Việt kiều mua được nhà tại Việt Nam vẫn rất hạn chế, trong đó ở TP HCM có không quá 100 trường hợp, trong khi tại Hà Nội hàng năm nay không nhận được hồ sơ. Các trung tâm môi giới nhà đất cho hay, thực tế khá nhiều Việt kiều đã mua nhà, nhưng đều nhờ người thân ở trong nước đứng tên, vì các thủ tục thường mất thời gian.

Theo Bộ Xây dựng, quy định mới mở rộng hơn rất nhiều, đặc biệt là những người có kỹ năng đặc biệt mà Việt Nam có nhu cầu. Cũng theo cơ quan quản lý xây dựng và nhà ở, quy định này tạo thêm sự bình đẳng về quyền sở hữu nhà ở tại Việt Nam giữa công dân trong nước và người Việt Nam ở nước ngoài.

Hiện Bộ Xây dựng đã lấy ý kiến các Bộ, ngành liên quan như Bộ Tư pháp, Tài chính, Ngoại giao, Công an. Các cơ quan cũng đều đồng ý với hướng sửa đổi này.

Oh what a tangled web we weave. The fact is, the wealth-spreaders have vowed to do away with the Bush tax cuts. So everybody who pays any income taxes is going to take a hit. Plus, the friends of ACORN also plan to get rid of the cap on Social Security withholding taxes. That means everyone who makes over $102,700 will be slaughtered. I don’t have room to talk about capital gains.

Việc tiếp thu, học hỏi từ những người khác thường là dễ dàng hơn, tuy nhiên, chúng ta dường như làm tốt hơn khi đã trải qua những bài học đầy khó khăn.

Cũng như các nhà đầu tư, chúng ta chỉ có một lựa chọn. Chúng ta có thể học cật lực để hy vọng vượt qua những thử thách và tránh bị thua lỗ, hoặc có một cách khác là chúng ta học từ chính 3 người đàn ông thông thái nhất trong lĩnh vực tài chính.

Ba con người thông thái đó là Warren Buffett, Dennis Gartmen và Puggy Pearson. Họ đã tìm ra những phương pháp khác nhau để đạt được thành công trong lĩnh vực tài chính, nhưng điểm chung giữa họ là: thành công của họ là nhờ vào việc tuân thủ chặt chẽ các nguyên tắc. Bài viết này xin giới thiệu 9 nguyên tắc mà ba người đàn ông này luôn tuân thủ.

1- Nhà đầu tư vĩ đại nhất mọi thời đại - Warren Buffett.
Warren Buffett còn có tên gọi thân mật là Oracle of Omaha - Nhà tiên tri của Omaha (Omaha là nơi ông sống và làm việc). Warren Buffett là nhà đầu tư giá trị (value investor ) theo trường phái của Benjamin Graham (cha đẻ của trường phái đầu tư giá trị).

Ba nguyên tắc đầu tư của Warren Buffett:

Nguyên tắc 1: Điều 1 là không bao giờ để thua lỗ. Điều 2 là không bao giờ được quên Điều 1.
Nếu bạn bị thua lỗ vì một khoản đầu tư, đừng nên bỏ thêm tiền vào vì bạn sẽ mất nhiều tiền hơn để đạt được điểm hòa vốn. Để hạn chế các khoản lỗ hãy đầu tư vào các công ty tốt có giá đang tạm thời ở mức giá chiết khấu (discounted price- giá dưới giá trị công ty ) . Khi đó, theo nguyên tắc quản lý vốn hiệu quả, hãy duy trì sử dụng lệnh cắt lỗ (trailing stops) . Hơn nữa, tình trạng lỗ sẽ làm bạn mất rất nhiều thời gian, tiền bạc và tinh thần. Do vậy, nếu bạn đang trong hoàn cảnh như vậy, hãy nhớ đến nguyên tắc này.

Nguyên tắc 2: Thị trường chứng khoán là nơi chuyển tiền từ những người thiếu kiên nhẫn sang những người biết kiên nhẫn.
Lợi nhuận tốt nhất dành cho những người biết chờ đợi những cơ hội tốt nhất. Những người chạy theo "sức nóng" của thị trường thường kết thúc là thua lỗ nhiều hơn được. Nếu trong phân tích của bạn vẫn còn chưa chắc chắn, hãy đầu tư vào những công ty tốt tại mức giá chiết khấu, kiên nhẫn chờ đợi tại giá chiết khấu trước khi mua vào.

Nguyên tắc 3: Phẩm chất quan trọng nhất của nhà đầu tư là tính cách chứ không phải là trí tuệ
Bạn cần có cá tính, không được thỏa mãn theo đám đông và cũng không chống đối lại đám đông. Suy nghĩ độc lập và tự tin vào những gì bạn hy vọng còn hơn là một người quá thông minh trên thị trường. Hầu hết các cơ hội tốt nhất được tìm thấy khi những người khác đang rút khỏi thị trường. Sự quá tự tin và nhạy cảm chính là kẻ thù trong đầu tư.

2- Nhà kinh doanh vĩ đại - Gartman.
Vào tháng 10/1989, Dennis Gartman đã công bố 15 nguyên tắc đầu tư đơn giản nhất trên tờ tạp chí tài chính nổi tiếng - Future. Ông là một nhà kinh doanh thành công, từng trải qua những lúc có lợi nhuận kếch xù và cũng bị thua lỗ hết tất cả mọi thứ. Hiện ông là chủ bút của tờ The Gartman Letter, một tờ báo phổ biến những kinh nghiệm đầu tư cho các nhà đầu tư cá nhân và tổ chức.

Ba nguyên tắc đầu tư của Dennis Gartman :

Nguyên tắc 1: Không chỉ có một nhà đầu tư nhỏ.
Khi bạn thấy có hiện tượng xấu do các hoạt động phi pháp trong quản lý của thị trường, hãy chờ đợi hơn là chạy theo thị trường. Tin xấu thường đem lại những điều xấu. Nếu bạn có bất kỳ giải pháp nào để giải quyết vấn đề này, hãy rút khỏi thị trường và hãy bán các cổ phiếu mình đang nắm giữ.

Nguyên tắc 2: Thị trường giá lên tồn tại lâu, thị trường giá xuống tồn tại ngắn.
Gần 60% biến động của cổ phiếu là dựa trên sự biến động chung của toàn thị trường, do đó hãy đi theo xu hướng thị trường khi đầu tư và kinh doanh. Hãy nhớ "Xu hướng của thị trường là người bạn của bạn"

Nguyên tắc 3: Đừng thực hiện giao dịch cho đến khi các phân tích cơ bản và phân tích kỹ thuật cho phép.
Phân tích cơ bản giúp tìm ra những công ty tốt đang có giá tại mức giá chiết khấu. Còn phân tích kỹ thuật giúp xác định khi nào thi mua vào, khi nào thì bán ra, và khi nào thực hiện cắt lỗ. Sự khác nhau giữa chúng có thể hiểu như sau: Hãy nghĩ như những nhà phân tích cơ bản và hãy quyết định mua bán như những nhà phân tích kỹ thuật. Hiểu rõ phân tích cơ bản giúp bạn lựa chọn được cổ phiếu và dùng phân tích kỹ thuật để khẳng định lại phân tích cơ bản, đó mới là lúc quyết định mua bán.

3- Kẻ đánh bạc chuyên nghiệp - Puggy Pearson.
Lời khuyên của nhà đầu tư từng 2 lần vố địch thế giới về đánh bài Pocker- Puggy Pearson- là: Có duy nhất 3 vấn đề trong đánh bạc (gambling): hãy biết đến tỷ lệ 60/40, biết quản lý tiền và phải biết rõ mình là ai. Những điều này áp dụng đúng đối với các nhà đầu tư. Ba nguyên tắc của Puggy Pearson áp dụng chocác nhà đầu tư:

Nguyên tắc 1: Hãy biết đến tỷ lệ 60/40.
Trong đánh bài poker, điều căn bản là nắm được tỷ lệ cược để chiến thắng. Tỷ lệ cược 60/40 là tỷ lệ tạo ra cơ hội tốt nhất để có thể chiến thắng. Nếu bạn nắm được sự kiểm soát, điều đó có nghĩa là bạn đang có được tỷ lệ này hoặc tốt hơn. Các số liệu thống kê chứng minh đứng về phía bạn.

Là nhà đầu tư, bạn nên cố gắng tạo được tỷ lệ có lợi trong mọi giao dịch. Hãy tìm kiếm các cơ hội có tỷ lệ đánh cược 60/40, chắc hẳn là mất nhiều thời gian nghiên cứu, nhưng thực ra cũng có nhiều cách để tìm thấy những cơ hội này. Có thể phải nhận biết thông qua: việc lựa chọn chứng khoán riêng biệt, tiếp cận từ trên xuống ( top-down- là đánh giá từ vĩ mô đến vi mô ) hoặc từ dưới lên ( bottom-up - là đánh giá từ vi mô đến vĩ mô) , hoặc dựa vào phân tích căn bản và phân tích kỹ thuật, chiến lược giá nhạy cảm (value-based pricing- chiến lược giá nhạy cảm với nhu cầu), xu hướng phát triển chung của nền kinh tế, xu hướng riêng của ngành hoặc bất cứ phương pháp nào mà đứng trên phương diện nhà đầu tư chuyên biệt coi là tốt nhất. Điểm quan trọng là nhà đầu tư phải kiên định trong việc tìm kiếm và nhận biết được cơ hội đầu tư. Khi bạn đã đi quân bài đúng, hãy thực hiện bước sau.

Nguyên tắc 2: Biết quản lý tiền.
Quản lý tiền là một quá trình liên tục. Nguyên lý đầu tiên là hạn chế thua lỗ trong mỗi cơ hội. Nhưng thật không may là các nhà đầu tư không phải là những kẻ đánh bạc nên không phải đặt xì tố. Dù vậy, nhà đầu tư phải nghiên cứu rất nhiều để tìm kiếm được cơ hội đầu tư tốt. Khi bạn đã nắm chắc, hãy quyết định ngay số tiền để thực hiện cơ hội đầu tư đó.
Có nhiều bài viết về vấn đề này, nhưng hãy coi mọi thứ thật đơn giản. Về cơ bản, đó là quyết định có sự cân nhắc giữa rủi ro và lợi nhuận (risk-reward decision ). Càng bỏ nhiều tiền, phần thưởng dành cho bạn càng lớn và rủi ro cũng cao hơn. Hơn nữa, nếu bạn không quyết định, bạn không thể thắng.

Khi có cơ hội tốt nhất, thường chúng ta cũng đủ thông minh để bỏ tiền ra hiệu quả. Đối với những cơ hội tốt (chưa phải là tốt nhất), nếu chỉ bỏ ra khoản tiền đầu tư nhỏ thì sẽ chỉ đem lại lợi nhuận thấp. Như trong đánh bài, hầu hết tiền của nhà đầu tư chỉ tạo ra thặng dư nhỏ với những canh bạc lớn, đôi khi mới có một lần. Điều đó đòi hỏi nhà đầu tư khi đánh giá mỗi cơ hội phải so sánh với những cơ hội khác trong quá khứ. Kinh nghiệm là thầy giáo tốt nhất. Cuối cùng nhà đầu tư có thể sử dụng chiến lược cắt lỗ để giảm các khoản lỗ lớn hơn có thể xảy ra nếu việc đánh giá cơ hội của nhà đầu tư là không chính xác. Đã có quá nhiều những kẻ đánh bạc bị thua lỗ khi không có những giải pháp như vậy!

Nguyên tắc 3: Phải biết rõ mình là ai.
Trong đánh bạc có một nguyên tắc là bạn phải biết rõ mình lai ai. Có nghĩa là hãy làm tất cả mọi việc có thể để tuân thủ các nguyên tắc mình đặt ra. Mọi người đều muốn dựa vào nguyên tắc để thực hiện đầu tư, nhưng nếu cơ hội không phù hợp với đánh giá của bạn theo tỷ lệ 60/40, thì bạn bắt buộc phải bỏ qua. Đôi khi bạn sẽ mất đi khoản lợi nhuận, nhưng nó giữ cho bạn tránh được những khoản lỗ nặng. Tuân thủ các nguyên tắc là điều căn bản để thành công đối với người đánh bạc cũng như nhà đầu tư. Bạn phải biết kiên nhẫn để có được quyết định đầu tư đúng đắn, sau đó bạn sẽ rất hứng khởi khi thực hiện cơ hội đầu tư tốt nhất mình có được.

Khó như... Việt kiều mua nhà

Tính đến nay, TP HCM mới có hơn 100 Việt kiều được mua nhà trong nước. Để có được chủ sở hữu một căn nhà trong nước để tính chuyện làm ăn ngay trên quê hương, hầu hết Việt kiều phải thuê nhà. Khi được hỏi về điều khó khăn nhất khi tính kế sinh sống ở quê nhà, hầu hết Việt kiều đều cho rằng “dù chúng tôi có hàng nghìn tỷ đồng cũng không mua được một căn nhà tại quê hương theo đúng nghĩa”.

Theo Uỷ ban về người VN ở nước ngoài, hiện cả nước có trên 3 triệu Việt kiều đang sinh sống ở gần 100 quốc gia, vùng lãnh thổ trên thế giới. Thế nhưng từ khi được Nhà nước cho phép Việt kiều mua nhà tại quê hương đã được 6 năm, nhưng đến nay TP HCM mới giải quyết được hơn 100 trường hợp Việt kiều mua nhà trong nước.

Theo Uỷ ban về người VN ở nước ngoài TP HCM, số lượng Việt kiều về nước trong những năm gần đây luôn gia tăng. Thống kê cho thấy số lượng Việt kiều về nước qua cửa khẩu sân bay Tân Sơn Nhất năm 2003 có 300.000 người, năm 2004 lên 402.000 người, năm 2005 là 450.000 người, năm 2006 lên tới 470.000 người. Bộ KHĐT ghi nhận từ năm 1988 đến nay, kiều bào VN đã đầu tư về nước khoảng 380 triệu USD và chuyển về nước hơn 20 tỷ USD, riêng năm 2006 đạt 4,8 tỷ USD.

Khó thì... “chui”

Chính vì quá khó khăn nên một bộ phận Việt kiều đã tìm cách mua "chui". Những đối tượng được mua nhà tại VN đó là: người về đầu tư lâu dài tại VN; người có công đóng góp với đất nước; nhà văn hoá, nhà khoa học có nhu cầu hoạt động thường xuyên tại VN; người có nhu cầu về sống ổn định tại VN. Tuy nhiên họ chỉ được mua nhà để ở. Khi Luật Nhà ở có hiệu lực từ ngày 1/7/2006 đã mở thêm một số đối tượng Việt kiều khác được mua nhà tại VN.

Nhưng quy định này mỗi nơi hiểu mỗi khác. Có cơ quan hiểu như: chỉ cần Việt kiều được thị thực tại VN 6 tháng trở lên, nhưng có cơ quan lại cho rằng, Việt kiều phải thực sự cư trú ở VN đủ sáu tháng trở lên mới được phép mua nhà trong nước. Mặc dù Bộ Công an giải thích chỉ cần visa ghi đủ thời hạn 6 tháng, song trong thực tế, khi đến UBND quận, huyện để xét hồ sơ mua nhà thì Việt kiều chỉ nhận được những cái lắc đầu. Trong thực tế nhiều Việt kiều được cấp hộ chiếu VN, tức là không cần nhập cảnh. Vậy căn cứ vào đâu để xác định họ đã cư trú 6 tháng tại VN?

Để mua được nhà, ngoài việc lọt vào 5 đối tượng theo quy định của Nghị định 81 thì Việt kiều phải có một trong ba loại giấy như: giấy xác nhận đăng ký công dân, xác nhận không còn hoặc mất quốc tịch VN. Những loại giấy này chỉ có cơ quan đại diện VN ở nước ngoài cấp. Trên thực tế không phải bất cứ Việt kiều nào cũng được cấp dễ dàng. Ngoài ra phải kể đến hàng loạt thủ tục giấy tờ rắc rối như việc xuất trình giấy tờ có nguồn gốc VN. Vì những hạn chế này nên số lượng Việt kiều mua nhà được là rất ít.

Thực trạng Việt kiều mua nhà tại TP HCM, nơi được xem là có lượng Việt kiều muốn mua nhà đông nhất cả nước, tuy nhiên nhiều Việt kiều muốn mua nhà thì họ còn phải chờ. Còn chờ cái gì thì… không biết. Đưa những thắc mắc này hỏi ông Võ Hoàng Châu - Phó Chủ tịch Hiệp hội Bất động sản TP HCM thì được giải thích: Đó là do quán tính công chức VN "luật chờ nghị định, nghị định chờ thông tư" hướng dẫn, cộng thêm vài câu chữ trong luật chưa rõ ràng đã khiến những quy định trong Luật Nhà ở dù có tiến bộ cũng bị vô hiệu hoá.

Ông Châu cũng nói thêm, muốn kêu gọi Việt kiều về đầu tư không chỉ ưu đãi về đầu tư mà luật cũng phải thông thoáng. Nhà ở cho Việt kiều cũng cần mở rộng đối tượng người mua để thị trường bất động sản được khai thông. Việc Việt kiều khó mua nhà ở vô tình đã tạo nên những cuộc mua bán "chui", đứng tên giùm. Và ai cũng biết, Nhà nước đã mất đi khoản thuế không nhỏ.

Có nhà không được làm chủ

Việt kiều mua nhà đã không dễ, muốn đứng tên chủ sở hữu căn nhà càng gian nan hơn. Theo quy định cũ, Việt kiều chỉ có một số quyền hạn nhất định, như được ở, tặng, cho, thế chấp hoặc được thừa kế. Nhưng không được cho thuê. Thành ra Việt kiều mua nhà ở Sài Gòn nhưng do công việc thường xuyên phải làm việc ở Đà Nẵng, Hà Nội thì căn nhà ở Sài Gòn phải bỏ trống hoặc cho thuê "chui" không có giấy tờ. Luật Nhà ở đã gỡ điểm này song nhiều nơi vẫn chưa dám động đậy.

Về thừa kế, nếu người được hưởng thừa kế là Việt kiều thì đúng là không có lối gỡ. Nếu nằm trong nhóm 5 đối tượng mua nhà đã quy định thì người được hưởng thừa kế chỉ được hưởng giá trị của phần thừa kế đó. Tức là, cái nhà trị giá 10 tỷ, anh chỉ được lấy 10 tỷ bằng tiền. Nhưng muốn có tiền thì phải bán nhà, mà không có quyền sở hữu nhà thì làm sao bán?

Trao đổi với chúng tôi, một Việt kiều bức xúc: Ở nước ngoài dù ta hay tây, da trắng hay da màu nếu có tiền thì ắt có nhà. Luật pháp ta thì đi ngược lại. Nhiều người dù có nhu cầu chỉ đành chọn giải pháp nhờ người thân, bạn bè đứng tên giùm rất phiền phức lại dễ phát sinh tranh chấp sau này.

Hiểu được cái khó của những Việt kiều muốn về nước định cư, UBND TP HCM cứ cho họ bán sau khi đã đăng ký quyền hưởng giá trị nhà thừa kế. Bộ Tài nguyên Môi trường cũng "bật đèn xanh" cho họ làm thủ tục chuyển nhượng quyền sử dụng đất. Nhưng đó mới chỉ là những giải pháp về phần đất, còn phần nhà lại do Bộ Xây dựng quản lý, chưa kể Bộ Tư pháp cũng có quyền ra các quy định phối hợp, chưa biết sau này số phận những căn nhà của Việt kiều sẽ được giải quyết ra sao?

Tuy nhiên để luật đi vào cuộc sống, cần phải tháo gỡ hơn nữa. Khi sở hữu nhà ở, Việt kiều phải được thực hiện các quyền như mua bán, cho thuê, tặng cho… như được áp dụng với người dân VN thì cơ hội để đoàn tụ gia đình cũng như Việt kiều về đầu tư trong nước sẽ được tăng lên. Mặt khác, Việt kiều có nhà trong nước, đó là địa chỉ để những thế hệ F1, F2 tìm về, qua đó cũng có cái nhìn đúng đắn về quê hương xứ sở. Không chỉ dừng lại đó mà hàng trăm nghìn trong số hơn 3 triệu kiều bào VN ở nước ngoài về nước mua nhà, tạo nguồn lực lớn cho việc phát triển kinh tế, thu hút nhân tài, góp phần phát triển thị trường bất động sản.

Buffett Buying American Stocks

Mr. Buffett write an article in New York Times on Oct. 16, 2008 to explain why he buying American stocks.
Why?
A simple rule dictates my buying: Be fearful when others are greedy, and be greedy when others are fearful. And most certainly, fear is now widespread, gripping even seasoned investors. To be sure, investors are right to be wary of highly leveraged entities or businesses in weak competitive positions. But fears regarding the long-term prosperity of the nation’s many sound companies make no sense. These businesses will indeed suffer earnings hiccups, as they always have. But most major companies will be setting new profit records 5, 10 and 20 years from now.

Senior gain, junior lose.

Next year, senior will receive about 5.5% raise in their check. It's a good news. On the other hand, their working children will contribute more social security tax. Money run from left hand to right hand.

As of this time, CNN, FoxNews, CNBC and other TV channels interview people about the debate, to see who win the debate. Who care? Win the debate and lose the election. Right now, with financial crisis, whoever campaign under Democrat ticket will win the election regardless he or she is fit or ready to lead. No question ask, Obama will win the election with the help from financial crisis. I don't like it. McCain just not lucky for this time.

Text of President Bush's statement on the economy

Here is the president's statement:

Good morning. Over the past few days, we have witnessed a startling drop in the stock market -- much of it driven by uncertainty and fear. This has been a deeply unsettling period for the American people. Many of our citizens have serious concerns about their retirement accounts, their investments, and their economic well-being.
Here's what the American people need to know: that the United States government is acting; we will continue to act to resolve this crisis and restore stability to our markets. We are a prosperous nation with immense resources and a wide range of tools at our disposal. We're using these tools aggressively.
The fundamental problem is this: As the housing market has declined, banks holding assets related to home mortgages have suffered serious losses. As a result of these losses, many banks lack the capital or the confidence in each other to make new loans. In turn, our system of credit has frozen, which is keeping American businesses from financing their daily transactions -- and creating uncertainty throughout our economy.
This uncertainty has led to anxiety among our people. And that is understandable -- that anxiety can feed anxiety, and that can make it hard to see all that is being done to solve the problem. The federal government has a comprehensive strategy and the tools necessary to address the challenges in our economy. Fellow citizens: We can solve this crisis -- and we will.
Here are the problems we face and the steps we are taking:
First, key markets are not functioning because there's a lack of liquidity -- the grease necessary to keep the gears of our financial system turning. So the Federal Reserve has injected hundreds of billions of dollars into the system. The Fed has joined with central banks around the world to coordinate a cut in interest rates. This rate cut will allow banks to borrow money more affordably -- and it should help free up additional credit necessary to create jobs, and finance college educations, and help American families meet their daily needs. The Fed has also announced a new program to provide support for the commercial paper market, which is freezing up. As the new program kicks in over the next week or so, it will help revive a key source of short-term financing for American businesses and financial institutions.
Second, some Americans are concerned about whether their money is safe. So the Federal Deposit Insurance Corporation and the National Credit Union Administration have significantly expanded the amount of money insured in savings accounts, and checking accounts, and certificates of deposit. That means that if you have up to $250,000 in one of these insured accounts, every penny of that money is safe. The Treasury Department has also acted to restore confidence in a key element of America's financial system by offering government insurance for money market mutual funds.
Thirdly, we are concerned that some investors could take advantage of the crisis to illegally manipulate the stock market. So the Securities and Exchange Commission has launched rigorous enforcement actions to detect fraud and manipulation in the market. The SEC is focused on preventing abusive practices, such as putting out false information to drive down particular stocks for personal gain. Anyone caught engaging in illegal financial activities will be prosecuted.
Fourth, the decline in the housing market has left many Americans struggling to meet their mortgages and are concerned about losing their homes. My administration has launched two initiatives to help responsible borrowers keep their homes. One is called HOPE NOW, and it brings together homeowners and lenders and mortgage servicers, and others to find ways to prevent foreclosure. The other initiative is aimed at making it easier for responsible homeowners to refinance into affordable mortgages insured by the Federal Housing Administration. So far, these programs have helped more than 2 million Americans stay in their home. And the point is this: If you are struggling to meet your mortgage, there are ways that you can get help.
With these actions to help to prevent foreclosures, we're addressing a key problem in the housing market: The supply of homes now exceeds demand. And as a result, home values have declined. Once supply and demand balance out, our housing market will be able to recover -- and that will help our broader economy begin to grow.
Fifth, we've seen that problems in the financial system are not isolated to the United States. They're also affecting other nations around the globe. So we're working closely with partners around the world to ensure that our actions are coordinated and effective. Tomorrow, I'll meet with the finance ministers from our partners in the G7 and the heads of the International Monetary Fund and World Bank. Secretary Paulson will also meet with finance ministers from the world's 20 leading economies. Through these efforts, the world is sending an unmistakable signal: We're in this together, and we'll come through this together.
And finally, American businesses and consumers are struggling to obtain credit, because banks do not have sufficient capital to make loans. So my administration worked with Congress to quickly pass a $700 billion financial rescue package. This new law authorizes the Treasury Department to use a variety of measures to help bank [sic] rebuild capital -- including buying or insuring troubled assets and purchasing equity of financial institutions. The Department will implement measures that have maximum impact as quickly as possible. Seven hundred billion dollars is a significant amount of money. And as we act, we will do it in a way that is effective.
The plan we are executing is aggressive. It is the right plan. It will take time to have its full impact. It is flexible enough to adapt as the situation changes. And it is big enough to work.
The federal government will continue to take the actions necessary to restore stability to our financial markets and growth to our economy. We have an outstanding economic team carrying out this effort, led by Secretary of the Treasury Hank Paulson, Federal Reserve Chairman Ben Bernanke, SEC Chairman Chris Cox, and FDIC Chair Sheila Bair. I thank them and their dedicated teams for their service during this important moment in our country's history.
This is an anxious time, but the American people can be confident in our economic future. We know what the problems are, we have the tools we need to fix them, and we're working swiftly to do so. Người Việt sang Mỹ mua nhà

Mua nhà bên Mỹ rồi cho thuê đang trở thành một phương cách kiếm sống nhàn nhã của một bộ phận Việt kiều và người VN có tiền

Nhân dịp về VN thăm quê, anh Nguyễn Huyến tranh thủ thăm dò và tìm hiểu giá nhà đất tại VN để “vẽ” đường làm ăn cho một số bạn bè. Anh kể, giá nhà ở Mỹ đang thấp kỷ lục, cơ hội để người Việt sở hữu nhà tận bên trời Tây. Bản thân anh cũng đang đầu tư 320.000 USD, đóng trước 100.000 USD, số còn lại được ngân hàng (NH) hỗ trợ trong vòng 20 năm, mỗi tháng trả 1.100 USD với lãi suất 5,8%/năm. Căn nhà nằm ở thành phố Seattle thuộc bang Washington (Hoa Kỳ), diện tích 80 feet x 40 feet (tương đương 12 m x 24 m) rồi cho thuê lại, còn mình thì ở tận Alaska. Mỗi tháng thu lợi 1.000 -1.500 USD (khoảng hơn 30 triệu đồng).

Hiện đã có không ít người ở Hoa Kỳ đưa gia đình trở về VN sinh sống sau nhiều năm bôn ba. Anh Thiên Phạm cho biết trước khi về VN định cư, anh đã bán 1 căn hộ ở California, giá 1 triệu USD. Sau đó, mua 5 ngôi nhà tại Houston với giá 170.000 USD – 200.000 USD/nhà, 3 căn đang cho thuê kinh doanh với giá khoảng 1.800 USD/tháng, 2 căn còn lại rao bán để tìm mua 1 căn hộ tại San Jose. Theo anh, giá cho thuê ở đây cao hơn, khoảng 2.500 USD/tháng. Trừ tiền thuế đất hằng năm khoảng 2.000-3.000 USD/căn, cuộc sống của gia đình anh khá dư dả. Bây giờ, ở VN hai vợ chồng vẫn đi làm, nhưng như anh nói, chỉ là làm cho vui, chứ không phải vì kinh tế. Nhạc sĩ P.D cũng cho biết, hầu như giới nghệ sĩ tại hải ngoại, hết thời đều về VN sống. Cuộc sống của họ khá thoải mái nhờ tiền cho thuê nhà bên kia. Hiện tại, ông vẫn ở nhà thuê nhưng mức giá thuê nhà ông phải trả tại VN chỉ bằng 1/10 số tiền mà ông thu được từ ngôi nhà bên Mỹ. “Nếu kinh doanh ở Mỹ mà sống tại VN thì rất khỏe”- ông nói.

Qua lời kể của anh Thiên, nhiều người bạn tại VN của anh cũng nhờ người thân hoặc con cái họ đi du học tìm hiểu mua nhà ở Mỹ rồi cho thuê lại. Người em họ của anh cũng mới mua căn hộ ở Westminster giá 480.000 USD (3 phòng ngủ), còn căn hộ ở Garden Grove (California) 400.000 USD đang trả góp qua NH. Nếu cho thuê, mỗi căn sẽ thu được 2.800 USD/tháng.

Người Mỹ bán, người VN mua

Ông Trần Huy Phương, Giám đốc Văn phòng Địa ốc Selection Realty & Mortgage tại San Jose, cho biết việc đi du lịch, đầu tư, qua thăm thân nhân tại Mỹ tương đối dễ dàng nên những người có tiền thường dòm ngó nhà đất tại đây. Trước đây, chỉ có giới nhà giàu mới “đánh quả” kiểu này, nhưng nay khi giá nhà giảm mạnh, giới kinh doanh tại VN cũng chuyển hướng tìm mua nhà tại Mỹ để “chờ thời”. Vì vậy, thay vì phải đăng quảng cáo tại Mỹ thì chị Lan Nguyễn, 32 tuổi, lại rao bán căn hộ ở vùng ngoại ô thành phố Houston, bang Texas bằng cách nhờ anh Huyến về nước môi giới cho người thân của anh tại VN. Căn nhà trị giá 200.000 USD, 4 phòng ngủ, có cả bể bơi. Bình thường, khi bán một căn nhà trị giá khoảng 600.000 USD hoặc 700.000 USD, mức tiền phải trả cho buyer agent (người môi giới), khoảng 20.000 USD trở lại. Điều này vô tình “biến” nhiều Việt kiều không chuyên trở thành dân môi giới xuyên biên giới.

Cũng theo ông Phương, thị trường nhà cho thuê tại Mỹ đã ngấm ngầm từ lâu đối với những người “khá” vốn tại VN. Thời điểm này cơ hội thực sự. Đây là một nghề nhàn hạ, ít rủi ro, mà thu nhập cũng rất đáng kể so với vốn đầu tư ban đầu. Tuy nhiên, không phải ai cũng hưởng được “lộc trời”. Trả dứt thì đơn giản, nhưng nếu mua trả góp thì ngay cả những người định cư tại Mỹ cũng mắc phải nhiều sai lầm, đừng nói đến người thiếu kinh nghiệm tại VN. Thường người môi giới sẽ vẽ vời thêm, hoặc phát sinh những loại nợ rất phức tạp. Thay vì mình mượn nợ và hằng tháng trả tiền lời để nợ đứng yên hoặc trả góp cho nợ sụt giảm thì nhiều khoản phát sinh khiến món nợ càng ngày càng tăng. Thí dụ, một món nợ 400.000 USD nhưng không nắm hết điều khoản món nợ sẽ thành 450.000 USD. Trong hoàn cảnh mà giá nhà cứ tiếp tục gia tăng thì món nợ này dù có tăng cũng không sao nhưng nếu căn nhà bị đứng giá hoặc sụt giá thì chỉ có nước phải bán căn nhà...

Yesterday's rally in the tennis stadium of the Home Depot Center was attended by 20,000 people, with several thousand more in an overflow area in the parking lot, arena officials said.

Each newspapers reported number of people attended different. Los Angeles Time look like to minimize by writing "more than 8,000". 13,000 is more than 8,000. 100,000 people is more than 8,000.

No Welfare for Wall Street

I agreed with Obama: "No Welfare For Wall Street". The government need to bail out the financial sector first to avoid the collapse of our economy. After they need to go after the people on the Wall Street that cause this mess. The situation right now is similar as we need to render aid to the victim injured by criminal gang on Main Street first. After that, the police must investigate and capture the suspect to bring to the justice.

Friday, Democratic leader in Congress promise to work around the clock to pass the bailout plan. Down Jones up.

But ...

When Paulson presented to Congress controlled by Democrat the bailout plan on Saturday. They delayed. Market down three days. Bush went on TV to talk to the nation: 'Entire economy' at risk. McCain suspends campaign to work on Wall Street plan.

It's clear that Democrat put their party first.

Treasury Department's Bailout Proposal To Congress

The following is the text of a legislative proposal to give the Treasury department authority to purchase mortgage-related assets.

Section 1. Short Title.

This Act may be cited as ____________________.

Sec. 2. Purchases of Mortgage-Related Assets.

(a) Authority to Purchase.–The Secretary is authorized to purchase, and to make and fund commitments to purchase, on such terms and conditions as determined by the Secretary, mortgage-related assets from any financial institution having its headquarters in the United States.

(b) Necessary Actions.–The Secretary is authorized to take such actions as the Secretary deems necessary to carry out the authorities in this Act, including, without limitation:

(1) appointing such employees as may be required to carry out the authorities in this Act and defining their duties;

(2) entering into contracts, including contracts for services authorized by section 3109 of title 5, United States Code, without regard to any other provision of law regarding public contracts;

(3) designating financial institutions as financial agents of the Government, and they shall perform all such reasonable duties related to this Act as financial agents of the Government as may be required of them;

(4) establishing vehicles that are authorized, subject to supervision by the Secretary, to purchase mortgage-related assets and issue obligations; and

(5) issuing such regulations and other guidance as may be necessary or appropriate to define terms or carry out the authorities of this Act.

Sec. 3. Considerations.

In exercising the authorities granted in this Act, the Secretary shall take into consideration means for–

(1) providing stability or preventing disruption to the financial markets or banking system; and

(2) protecting the taxpayer.

Sec. 4. Reports to Congress.

Within three months of the first exercise of the authority granted in section 2(a), and semiannually thereafter, the Secretary shall report to the Committees on the Budget, Financial Services, and Ways and Means of the House of Representatives and the Committees on the Budget, Finance, and Banking, Housing, and Urban Affairs of the Senate with respect to the authorities exercised under this Act and the considerations required by section 3.

Sec. 5. Rights; Management; Sale of Mortgage-Related Assets.

(a) Exercise of Rights.–The Secretary may, at any time, exercise any rights received in connection with mortgage-related assets purchased under this Act.

(b) Management of Mortgage-Related Assets.–The Secretary shall have authority to manage mortgage-related assets purchased under this Act, including revenues and portfolio risks therefrom.

(c) Sale of Mortgage-Related Assets.–The Secretary may, at any time, upon terms and conditions and at prices determined by the Secretary, sell, or enter into securities loans, repurchase transactions or other financial transactions in regard to, any mortgage-related asset purchased under this Act.

(d) Application of Sunset to Mortgage-Related Assets.–The authority of the Secretary to hold any mortgage-related asset purchased under this Act before the termination date in section 9, or to purchase or fund the purchase of a mortgage-related asset under a commitment entered into before the termination date in section 9, is not subject to the provisions of section 9.

Sec. 6. Maximum Amount of Authorized Purchases.

The Secretary’s authority to purchase mortgage-related assets under this Act shall be limited to $700,000,000,000 outstanding at any one time

Sec. 7. Funding.

For the purpose of the authorities granted in this Act, and for the costs of administering those authorities, the Secretary may use the proceeds of the sale of any securities issued under chapter 31 of title 31, United States Code, and the purposes for which securities may be issued under chapter 31 of title 31, United States Code, are extended to include actions authorized by this Act, including the payment of administrative expenses. Any funds expended for actions authorized by this Act, including the payment of administrative expenses, shall be deemed appropriated at the time of such expenditure.

Sec. 8. Review.

Decisions by the Secretary pursuant to the authority of this Act are non-reviewable and committed to agency discretion, and may not be reviewed by any court of law or any administrative agency.

Sec. 9. Termination of Authority.

The authorities under this Act, with the exception of authorities granted in sections 2(b)(5), 5 and 7, shall terminate two years from the date of enactment of this Act.

Sec. 10. Increase in Statutory Limit on the Public Debt.

Subsection (b) of section 3101 of title 31, United States Code, is amended by striking out the dollar limitation contained in such subsection and inserting in lieu thereof $11,315,000,000,000.

Sec. 11. Credit Reform.

The costs of purchases of mortgage-related assets made under section 2(a) of this Act shall be determined as provided under the Federal Credit Reform Act of 1990, as applicable.

Sec. 12. Definitions.

For purposes of this section, the following definitions shall apply:

(1) Mortgage-Related Assets.–The term "mortgage-related assets" means residential or commercial mortgages and any securities, obligations, or other instruments that are based on or related to such mortgages, that in each case was originated or issued on or before September 17, 2008.

(2) Secretary.–The term "Secretary" means the Secretary of the Treasury.

(3) United States.–The term "United States" means the States, territories, and possessions of the United States and the District of Columbia.
